The Treasury Branch of the Financial Services and the Treasury Bureau (TsyB)
aims to manage the allocation of resources; oversee the Government's tax and
other revenue-raising policies; facilitate decisions on government investments;
and promote open, fair and competitive, as well as pro-innovation government
procurement in line with the value for money principles and other policy
objectives of the Government. We also aim to ensure that government
departments receive the central support services necessary to enable them to
maintain and upgrade the level and quality of services they provide to the public
in an efficient and cost-effective manner. TsyB attaches great importance to
ensuring equal access to the services concerned by all members of the public,
regardless of their racial background.

TsyB (a) supports the Financial Secretary and the Secretary for
Financial Services and the Treasury on matters concerning
fiscal policy and the annual Budget; (b) oversees the Resource
Allocation Exercise and the compilation of the Government's
annual estimates of expenditure; (c) ensures a right balance
between meeting public demand for quality government
services and upholding the principles of small government and
low taxes, and promotes value for money across the
Government; (d) evaluates the financial implications of policy
and infrastructure proposals and the financial aspects of landrelated matters; (e) provides policy direction on revenue
matters, and maintains an effective revenue collection and
protection system; (f) oversees Government's investments and
loans portfolio; (g) oversees the efficient and cost-effective
management of Government's estate; (h) improves the
efficiency, quality and cost-effectiveness of Government's
central support services in the areas of government land
transport, procurement, printing as well as financial and
accounting regulations; and (i) manages relationship with the
Public Accounts Committee and Finance Committee of the
Legislative Council.
