財政司司長在二零一三至一四年度財政預算案演辭宣布政府會成立一個工作小組，研究如何在公共財政上為人口高齡化及政府其他長遠的財政承擔作出更周全的規劃。
長遠財政計劃工作小組在二零一三年六月成立，由財經事務及庫務局常任秘書長(庫務)領導。除官方委員外，工作小組的非官方委員包括學者及專家，並於經濟、會計、財務和精算等專業／界別具備豐富經驗及廣博知識。當時的工作小組成員名單如下：

工作小組的目的是評估在現行政策下長遠公共開支的需求，及政府收入的變化，並參考外國相關經驗，建議可行的措施。
長遠財政計劃工作小組已就香港的公共財政完成財政可持續性評估，並於二零一四年三月三日發表報告，報告可按此下載。
